But in the unlikely event that Congress should approve the sale, North Carolina shouldn’t expect a windfall, even if the land is prime real estate. That’s because the revenue from the proposed sale is intended to replace a federal program that provides a portion of timber sales to the home counties of national forests. States with the highest sales receive the most money.
